Good luck getting into Sea Gate and the Navy Yard. The former is a gated community while the ladder is closed to the public.

Navy Yard no longer closed to public. In addition to semi regular public tours (Open House New York is usually a good time to find the most comprehensive), the Yard now has a museum and a few open-to-public businesses.
The best way to get in is to finagle an invite to something at Steiner Studios. Commanding views of the dry docks.
